It serves as a single reference point for managers, staff, and new hires to understand expectations, benefits, and responsibilities within the agency. Purpose: The handbook aims to promote consistency, transparency, and fairness across all humanresource functions. By clearly outlining policies, it reduces ambiguity, supports decisionmaking, and helps protect both the organization and its employees. Scope: The policies apply to all regular, temporary, and contract employees, as well as interns and volunteers, unless a specific provision states otherwise. External contractors are covered only by the sections that directly affect them, such as workplace safety and confidentiality. The handbook is organized into the following major sections: Each section includes a brief overview, applicable statutes, and stepbystep procedural guidance. OHR enforces all federal, state, and local EEO laws. Discriminatory practices based on race, color, religion, sex, national origin, age, disability, or genetic information are strictly prohibited. Employees who experience or witness discrimination are encouraged to report it promptly using the confidential channels outlined in the handbook. Harassment, including sexual harassment, and any form of workplace violence are zerotolerance offenses. The policy defines prohibited conduct, reporting mechanisms, investigation procedures, and protective measures for complainants and witnesses. Salary grades are determined by job classification and market analysis. Overtime is authorized only when required by law or operational necessity and must be documented using the overtime request form. Paychecks are issued biweekly; any discrepancies must be reported within five business days. Employees are encouraged to pursue training, certifications, and higher education that enhance job performance. The OHR provides tuition reimbursement, conference allowances, and internal learning modules. Requests for funding are evaluated based on relevance, budget availability, and career progression.
