Overview
The Coon Rapids Bayard Board of Directors is responsible for governing the Bayard Neighborhood Association, overseeing community projects, managing the budget, and ensuring that the voices of residents are heard. All meetings are open to the public, and minutes are recorded to provide transparency and a reliable historical record.
Meeting Schedule
Board meetings are held on the first Tuesday of each month at 7:00p.m. in the Bayard Community Center, 1020 East River Road, Coon Rapids. Special sessions may be called with at least 48hours notice.

Recent Meeting Minutes
January 2, 2026 Annual Budget Review
- Approved FY2026 budget of $128,750, a 4% increase over FY2025.
- Allocated $22,000 for street lighting upgrades.
- Created a reserve fund of $15,000 for emergency repairs.
The meeting opened with a welcome from Chairperson Maria Lopez, followed by a presentation from Treasurer James Patel. After a public comment period, the board voted unanimously to adopt the proposed budget.
February 6, 2026 Park Renovation Plan
- Approved design concept for Bayard Park Playground revamp.
- Set a project timeline of JuneDecember2026.
- Authorized a $35,000 contract with GreenSpace Builders.
Landscape architect Dana Kim presented three design options. Residents expressed strong support for the Inclusive Play concept, which includes wheelchairaccessible equipment. A motion to proceed was passed with a 50 vote.
March 5, 2026 Neighborhood Safety Committee Report
- Adopted a Neighborhood Watch recruitment plan.
- Approved purchase of two additional security cameras.
- Scheduled a partnership meeting with Coon Rapids Police Department for April10.
Committee chair Eric Nguyen highlighted a 12% reduction in property crime since the last quarter. The board allocated $5,800 for expanded lighting and signage in hightraffic areas.
