ASEAN Cooperation Project
Annual Interim Report & Completion Report

Introduction

The Association of Southeast Asian Nations (ASEAN) has long recognised that regional cooperation is essential for sustainable development, economic integration, and the wellbeing of its peoples. To translate policy into action, ASEAN periodically initiates multiyear cooperation projects across a wide range of sectors such as trade facilitation, climate resilience, digital transformation, health, and education.

Each project follows a standardized reporting framework that includes an Annual Interim Report (AIR) and a final Completion Report (CR). These documents provide transparency, enable mutual learning, and ensure that project outcomes are aligned with ASEANs strategic goals.

Purpose of the Reports

The AIR and CR serve several complementary purposes:

  • Accountability: Demonstrate that funds and resources are utilised according to the approved work plan.
  • Performance Monitoring: Track progress against milestones, key performance indicators (KPIs), and expected results.
  • Risk Management: Identify challenges early and propose corrective actions.
  • Knowledge Sharing: Capture best practices and lessons learned for replication in other ASEAN initiatives.

Annual Interim Report (AIR)

When is it submitted?

The AIR is prepared at the end of each project year. For projects with a threeyear duration, three separate AIRs will be submitted, each covering the activities and results of the preceding 12month period.

Review Process

After submission, the AIR undergoes a twostage review:

  1. Technical Review: Conducted by the projects Steering Committee and the ASEAN Secretariats Monitoring & Evaluation (M&E) Unit.
  2. Approval & Publication: Once validated, the AIR is uploaded to the ASEAN Cooperation Project portal for public access.

Completion Report (CR)

When is it submitted?

The CR is required within three months of the official project enddate. It provides a comprehensive synthesis of the entire project lifecycle.

Final Evaluation

The CR is subject to a formal evaluation by the ASEAN Project Evaluation Panel (APEP). The panel rates the project on a 4point scale (Outstanding, Very Good, Satisfactory, Unsatisfactory) and issues an Evaluation Report that becomes a reference for the ASEAN Secretariats strategic planning.
