Owners Substantial Completion & Final Completion Closeout Checklist

Purpose of the Checklist

This checklist guides owners, their representatives, and contractors through the critical steps required to verify Substantial Completion (SC) and subsequently achieve Final Completion (FC). Proper documentation and verification protect the owners investment, ensure contractual obligations are met, and facilitate a smooth transition from construction to operation.

Key Definitions

  • Substantial Completion (SC): The point at which the work is sufficiently complete according to the contract documents so the owner can occupy or utilize the project for its intended purpose, subject to minor punchlist items.
  • Final Completion (FC): The point at which all contractual requirements, including punchlist items, warranties, and closeout documentation, have been satisfied.
  • Punch List: A list of items that do not conform to contract requirements and must be corrected before Final Completion.

Substantial Completion Checklist

  1. Review Contractual Criteria
    • Confirm that the contracts definition of Substantial Completion has been met.
    • Verify that any required inspections (e.g., fire, structural, MEP) have been passed.
  2. Obtain Required Permits & Approvals
    • Final building permit.
    • Certificates of occupancy or temporary occupancy.
    • Agency approvals (e.g., health, environmental).
  3. Perform a WalkThrough
    • Conduct a joint walkthrough with the contractor, architect, and owners representative.
    • Document any visible deficiencies; record them on a punchlist form.
  4. Systems Testing & Commissioning
    • Verify that all mechanical, electrical, plumbing (MEP) systems have been tested and commissioned.
    • Obtain commissioning reports and signoffs.
  5. Safety & Security
    • Ensure all temporary safety measures have been removed.
    • Confirm fire protection systems are operational and inspected.
  6. Documentation Review
    • Collect asbuilt drawings, operation & maintenance (O&M) manuals, warranties, and maintenance schedules.
    • Check that equipment data plates, serial numbers, and calibration certificates are included.
  7. Financial Closeout Items
    • Review and approve the Substantial Completion certificate.
    • Confirm retention release amounts, if applicable.
  8. Owner Acceptance
    • Sign the Substantial Completion Certificate (or equivalent) acknowledging that the work is substantially complete.
    • Retain a copy for project records.

Transition to Final Completion

After Substantial Completion, the contractor is typically responsible for completing the punchlist items, submitting final documentation, and fulfilling warranty obligations. The owner should monitor progress and verify that each item is resolved before issuing Final Completion.

Final Completion Checklist

  1. PunchList Resolution
    • Confirm that all items identified in the Substantial Completion punch list have been corrected.
    • Obtain written signoff from the owner or their representative for each resolved item.
  2. Final Inspections & Approvals
    • Complete any outstanding agency inspections.
    • Obtain final certificates of occupancy, final firedepartment approvals, and any other required agency signoffs.
  3. Complete Documentation Package
    • Supply a fully compiled Closeout Package, including:
      • Asbuilt drawings (including any changes made during construction).
      • Operation & Maintenance manuals.
      • Guarantees and warranties.
      • Test reports, commissioning reports, and performance data.
      • Training records for owner's staff.
    • Deliver both hard copies and electronic versions (e.g., PDF, BIM model).
  4. Financial Settlement
    • Ensure all change orders, claims, and retainage have been resolved.
    • Obtain final payment release and retainage return.
  5. Warranty & Maintenance Transfer
    • Provide warranty certificates and maintenance schedules.
    • Educate owner's personnel on warranty claim procedures.
  6. Final Acceptance
    • Owner signs the Final Completion Certificate, confirming that all contractual obligations are satisfied.
    • Record the date of Final Completion for warranty and insurance purposes.
  7. Closeout Archive
    • Store all project records in a secure, searchable archive (both physical and digital).
    • Provide index and access instructions to the owners facilities management team.

Tips for a Smooth Closeout

  • Start documentation early; request submittals from subcontractors during construction rather than waiting until the end.
  • Maintain a live punchlist tracker (e.g., spreadsheet or projectmanagement software) that all parties can update in real time.
  • Conduct interim walkthroughs to catch deficiencies before Substantial Completion.
  • Schedule final inspections well in advance to avoid delays caused by agency availability.
  • Communicate clearly about warranty periods; align the start of warranty coverage with the date of Final Completion.
