Wisconsin Standards for Physical Education

The Wisconsin Standards for Physical Education provide a framework for high-quality instruction, aiming to foster physically literate individuals. Physical literacy is defined as the ability, confidence, and desire to be physically active for life. These standards serve as a guide for educators to develop curriculum, assessment, and instruction that supports the lifelong health and well-being of all students across the state.

The Vision: To ensure all Wisconsin students achieve physical literacy and possess the knowledge, skills, and confidence to enjoy a lifetime of healthful physical activity.

Core Pillars of the Standards

The Wisconsin Department of Public Instruction (DPI) has adopted standards based on national best practices. These standards emphasize that physical education is more than just sports; it is a comprehensive approach to movement, social responsibility, and health-related fitness.

  • Standard 1: Motor Skills and Movement Patterns. Students demonstrate competency in a variety of motor skills and movement patterns. This includes fundamental movement skills that serve as the building blocks for physical activity.
  • Standard 2: Concepts and Strategies. Students apply knowledge of concepts, principles, strategies, and tactics related to movement and performance. Understanding the "how" and "why" of movement is essential for skill refinement.
  • Standard 3: Physical Activity and Health. Students demonstrate the knowledge and skills to achieve and maintain a health-enhancing level of physical activity and fitness. This encourages students to take ownership of their personal health journey.
  • Standard 4: Social and Personal Responsibility. Students exhibit responsible personal and social behavior that respects self and others. Physical education settings provide unique opportunities for teamwork, communication, and sportsmanship.
  • Standard 5: Recognizing Value. Students recognize the value of physical activity for health, enjoyment, challenge, self-expression, and social interaction. This standard focuses on the affective domain, helping students develop a positive attitude toward lifelong movement.

Implementing the Standards in Schools

Implementation of these standards requires a shift from traditional "game-based" curricula toward a "skill-based" approach. Teachers are encouraged to create inclusive environments where all students, regardless of athletic ability, can succeed. Key strategies include:

  • Assessment-Driven Instruction: Using formative and summative assessments to track student progress toward proficiency in movement skills.
  • Inclusivity and Accessibility: Adapting lessons to accommodate diverse learners, ensuring that every student has the opportunity to participate meaningfully.
  • Integrating Literacy: Incorporating reading, writing, and vocabulary development within the physical education classroom to bridge the gap between physical and academic literacy.
  • Community Connection: Encouraging physical activity outside of the school day by connecting students with community resources, parks, and youth sports programs.

The Role of Physical Literacy

The ultimate goal of the Wisconsin Standards is physical literacy. A physically literate student moves with poise and confidence in a wide variety of physical activities in multiple environments that benefit the healthy development of the whole person. By focusing on these standards, Wisconsin schools help students navigate the complexities of personal health, social interaction, and long-term physical well-being.

Physical education serves as a critical component of the "Whole Child" approach to education. When students are physically active, they are better prepared to learn, have higher levels of focus, and demonstrate better social-emotional regulation. The Wisconsin Standards for Physical Education are designed to support this holistic development, ensuring that every graduate is equipped with the tools necessary to lead a healthy, active life.
