About Us

The Western Canadian Shippers Coalition (WCSC) is a non-profit organization dedicated to representing the interests of shippers throughout Western Canada. Established in 2009, we have grown to become the preeminent voice for businesses that depend on efficient, reliable, and cost-effective transportation of goods across Canada and to international markets.

Our members encompass diverse sectors including agriculture, forestry, mining, manufacturing, energy, and retail. Despite their different industries, they are united by the common goal of improving Western Canada's transportation network and supply chain infrastructure.

Western Canada's unique geographical landscape presents distinct transportation challenges from vast distances to seasonal constraints. The WCSC advocates for policies, infrastructure investments, and operational improvements that address these challenges and support the economic competitiveness of our region.

Through collaborative engagement with federal and provincial governments, transportation providers, industry associations, and supply chain partners, we work to create an environment where businesses can move their products efficiently and sustainably, contributing to economic prosperity throughout Canada.

Key Initiatives

The WCSC is actively involved in several strategic initiatives aimed at improving Western Canada's transportation infrastructure and supply chain practices.

Rail Efficiency Enhancement Program

Our Rail Efficiency Enhancement Program works collaboratively with railways, government regulators, and shippers to identify and implement improvements to rail service in Western Canada. This initiative focuses on reducing dwell times, improving scheduling reliability, enhancing service transparency, and developing more effective rate structures that reflect service quality.

Trade Corridor Investment Advocacy

We actively advocate for strategic infrastructure investments in Western Canada's critical trade corridors. Our research-based recommendations emphasize eliminating bottlenecks, enhancing system capacity, improving safety, and supporting the transition to cleaner transportation options through appropriate infrastructure upgrades.

Supply Chain Resilience Initiative

Launched in response to global supply chain disruptions, this initiative helps members build more resilient supply chains through education, best practice sharing, and collaborative problem-solving with transportation providers. The program focuses on risk identification, mitigation strategies, and business continuity planning.

Sustainability and Decarbonization Working Group

Our Sustainability and Decarbonization Working Group develops resources and guidance for members seeking to reduce their carbon footprint while maintaining transportation efficiency. This includes exploring alternative fuels, optimizing logistics networks, implementing smart routing solutions, and advocating for green infrastructure investments that support the journey toward net-zero emissions.

Data Analytics Initiative

This initiative aims to improve industry decision-making through better data collection, analysis, and sharing. We work with members and technology partners to develop tools that provide visibility into supply chain performance, identify systemic issues, and support advocacy with evidence-based recommendations.

Rail Service Reliability and Accountability

Improving rail service reliability remains a top priority for our members. We advocate for improved service performance standards, greater accountability mechanisms, transparent dispute resolution processes between shippers and railways, and regulatory frameworks that ensure appropriate service levels for shipper communities.

Intermodal Infrastructure Connectivity

Enhancing connections between different transportation modes is essential for efficient supply chains. We promote strategic investments in ports, rail yards, terminals, and transloading facilities that enable seamless transfers between transportation modes, reducing delays, costs, and environmental impacts.

Regulatory Balance and Effectiveness

We work to ensure that transportation regulations strike an appropriate balance between protecting public interests and maintaining the economic viability of shipping and transportation businesses. This includes advocating for regulations that address market failures while avoiding unnecessary administrative burdens that impede efficient commerce.

Market Access and Trade Facilitation

Ensuring that Western Canadian products can reach domestic and international markets efficiently is central to our advocacy. This includes addressing physical bottlenecks, regulatory barriers, and operational inefficiencies that impede trade flow, as well as supporting border modernization and customs processes that facilitate legitimate trade.

Fair and Reasonable Transportation Pricing

We advocate for transportation pricing structures that are fair, transparent, and reflect the cost of providing service while recognizing the value that efficient transportation creates for the Canadian economy. Our work focuses on ensuring that rate-setting processes are competitive and that captive shippers have appropriate recourse mechanisms.

Workforce and Skills Development

Addressing the transportation sector's ongoing workforce challenges is essential for maintaining service quality. We support initiatives that attract, train, and retain skilled workers across all transportation modes, recognizing that a qualified workforce is fundamental to supply chain reliability and effectiveness.
