United Nations System Standing Committee on Nutrition (UNSCN)

Overview

The United Nations System Standing Committee on Nutrition (UNSCN) is an interagency platform that brings together UN entities, specialized agencies, funds and programmes to coordinate efforts on nutrition worldwide. Established in 1974, the Committee serves as the highestlevel mechanism for the UN system to develop coherent strategies, share knowledge, and mobilise resources to combat malnutrition in all its forms undernutrition, micronutrient deficiencies, overweight, and obesity.

Mandate & Objectives

The UNSCNs mandate is defined by a series of UN resolutions and the UN System Nutrition Strategy 20222030. Its core objectives are:

  • Policy coherence: Align nutrition policies across UN agencies and ensure they complement national strategies.
  • Evidence generation: Promote research, data collection, and sharing of best practices.
  • Advocacy: Strengthen the political will of Member States and donors to prioritise nutrition.
  • Resource mobilisation: Coordinate funding streams and technical assistance.
  • Capacity building: Support countries in designing, implementing, and monitoring nutrition programmes.

Structure & Membership

The Committee operates under the umbrella of the UN Economic and Social Council (ECOSOC). Its structure includes:

  • Steering Group: A senior-level body chaired by the Assistant SecretaryGeneral for Food and Agriculture of the UN Food and Agriculture Organization (FAO). It meets twice a year to set strategic direction.
  • Technical Working Groups (TWGs): Focused on specific themes such as infant and young child feeding, micronutrient interventions, and nutrition in emergencies.
  • Secretariat: Hosted by FAO, providing administrative support and coordinating communications.
  • Members: Over 30 UN entities, including WHO, UNICEF, WFP, World Bank, UNDP, IFAD, and several UN specialized agencies. Observers from regional commissions and NGOs also participate.

Key Activities

UNSCNs work revolves around four interlinked pillars:

  1. Governance and Coordination
    • Annual UN System Nutrition Forum a highlevel meeting that reviews progress and sets priorities.
    • Joint planning with Member States to integrate nutrition into national development plans.
  2. Evidence & Knowledge Management
    • Publication of the UN Nutrition Landscape Reports, summarising global trends.
    • Maintenance of the UN Nutrition Data Portal, aggregating indicators from FAO, WHO, and UNICEF.
  3. Advocacy & Communication
    • Campaigns such as Zero Hunger Zero Malnutrition aligned with Sustainable Development Goal (SDG) 2.
    • Strategic partnerships with media and civil society to raise public awareness.
  4. Resource Mobilisation & Technical Assistance
    • Coordination of the UN Nutrition Trust Fund, pooling contributions from donors.
    • Support for countrylevel nutrition rapid assessments and programme design.

Impact & Achievements

Since its inception, UNSCN has contributed to measurable improvements in global nutrition:

  • Facilitated a 30% reduction in stunting rates in SouthEast Asia between 2000 and 2020 through coordinated fortification and feeding programmes.
  • Supported the launch of the Scaling Up Nutrition (SUN) Movement, which now includes 60 governments and over 30 UN agencies.
  • Enabled rapid nutrition response in humanitarian crises, notably in Yemen (2018) and the Sahel (2022), reaching over 5million people with therapeutic feeding.
  • Contributed to the development of the WHO Guideline on Nutrition for Health and Sustainable Development (2021), adopted by 193 Member States.

Current Challenges

Despite progress, several challenges remain:

  • Fragmented funding: Nutrition programmes often rely on shortterm project cycles, limiting longterm impact.
  • Data gaps: In many lowincome countries, reliable nutrition surveillance is still lacking, hindering timely interventions.
  • Policy incoherence: Agriculture, trade, and health policies can sometimes work at cross purposes, undermining nutrition goals.
  • Emerging threats: Climate change, urbanisation, and the rise of ultraprocessed foods create new risk factors for malnutrition.

UNSCN is actively addressing these issues by advocating for integrated food systems approaches, strengthening the nutrition component of climatesmart agriculture, and promoting crosssectoral budgeting.
