Overview
The Three Mile Lane Area Plan (TLAP) is a comprehensive, 15year framework designed to guide growth, improve connectivity, and enhance quality of life for the residents of the Three Mile Lane corridor in the city of Greenfield. Initiated in 2022, the plan reflects a collaborative effort among local government, developers, businesses, and community stakeholders.
Located just south of the downtown core, Three Mile Lane is a mixeduse corridor that has traditionally served as a major transportation link between the historic downtown district and the expanding industrial park to the south. Over the past two decades, the area has experienced rapid population growth, increased traffic volumes, and a surge in demand for affordable housing and public amenities.
Vision & Goals
TLAPs overarching vision is to create a vibrant, walkable, and resilient neighbourhood that balances economic opportunity with environmental stewardship. The plan is grounded in four strategic goals:
- Connectivity: Strengthen pedestrian, bicycle, and publictransport links within the corridor and to surrounding districts.
- Housing & Diversity: Provide a range of affordable, quality housing options that support a diverse population.
- Economic Vitality: Attract and retain businesses, support local entrepreneurship, and promote mixeduse development.
- Sustainability: Preserve green space, improve stormwater management, and encourage energyefficient design.
Key Features of the Plan
Complete Streets
A redesign of Three Mile Lane to accommodate 2lane traffic, protected bike lanes, widened sidewalks, and curbside tree planting. Traffic calming measures will reduce vehicle speeds and improve safety.
Transit Hub
A new multimodal transit hub at the intersection of Three Mile Lane and Oak Street will integrate bus routes, a bikeshare station, and a small commuter rail stop.
MixedUse Zoning
Updated zoning regulations will allow groundfloor commercial space with residential units above, encouraging a lively streetscape and reducing the need for long commutes.
Affordable Housing
Incentives for developers include density bonuses and tax abatements for projects that allocate at least 30% of units as affordable housing.
Green Corridors
Linear parks and rain gardens will connect existing parks, enhance biodiversity, and provide natural flood mitigation.
Community Spaces
Plans call for a new public library branch, a community centre, and flexible popup spaces for markets and cultural events.
Implementation Timeline
The TLAP is divided into three phases, each with specific milestones:
Phase1 (20232025)
- Finalize detailed engineering designs for the Complete Streets project.
- Secure funding for the transit hub through a combination of municipal bonds and state grants.
- Adopt updated mixeduse zoning ordinances.
- Begin community outreach and design workshops.
Phase2 (20262029)
- Construction of the street redesign and installation of bike lanes.
- Build the transit hub and integrate realtime information displays.
- Start construction of the first affordable housing complexes.
- Develop the first green corridor stretch linking Riverside Park to the new community garden.
Phase3 (20302037)
- Complete remaining green infrastructure and expand the linear park.
- Evaluate traffic patterns and adjust street design as needed.
- Encourage additional private investment in mixeduse projects.
- Monitor housing affordability metrics and adjust incentives accordingly.
Community Participation
