What Is the Vermont Farm Viability Enhancement Program?

The Vermont Farm Viability Enhancement Program (VFVEP) is a statewide initiative designed to help farms improve profitability, increase resilience, and expand market access. Funded through a combination of state appropriations, federal USDA allocations, and private partnerships, the program delivers grants, lowinterest loans, and technical assistance to producers across the Green Mountain State.

Key objectives include:

  • Boosting farm income and reducing financial risk.
  • Modernizing production practices while preserving Vermonts agricultural heritage.
  • Facilitating directtoconsumer sales and diversified marketing channels.
  • Supporting transitions to sustainable and climatesmart agriculture.

Eligibility Criteria

Eligibility is intentionally broad to reach a variety of farm operations:

  • Location: The farm must be located within the state of Vermont.
  • Size: Both small (<5acres) and larger operations are eligible; priority is given to familyowned farms.
  • Production: Any commodityvegetables, dairy, livestock, specialty crops, beekeeping, or valueadded products.
  • Financial Need: Applicants must demonstrate a clear plan for improving profitability or mitigating economic risk.
  • Compliance: Must be in good standing with state and federal agricultural regulations.

New and existing farms are welcome to apply, and there are special provisions for beginning farmers, womenowned operations, and farms transitioning to organic or regenerative practices.

Program Components

1. Direct Financial Assistance

Grants range from $5,000 to $75,000 and can be used for:

  • Equipment purchases (e.g., tractors, milking systems, irrigation).
  • Infrastructure upgrades (e.g., barns, heat recovery systems, solar panels).
  • Onfarm processing equipment for valueadded products.
  • Marketing and branding initiatives.

2. LowInterest Loans

Loans are offered at rates as low as 1.5% with flexible repayment terms up to 15 years. They are ideal for larger capital projects such as land acquisition, expansion of production capacity, or major renovation.

3. Technical Assistance & Training

Each applicant is paired with an agricultural extension specialist who provides customized support in areas such as:

  • Business planning and budgeting.
  • Regenerative soil health practices.
  • Directtoconsumer marketing (farmstands, CSAs, online sales).
  • Regulatory compliance and food safety.

4. Market Development Grants

These are earmarked for activities that open new sales channels, including:

  • Participating in regional farmers markets.
  • Developing ecommerce platforms.
  • Creating branding and packaging for specialty products.
  • Collaborative marketing with other Vermont farms.

Application Process

  1. PreApplication Webinar: Attend a free online session to learn about the program timeline, required documents, and evaluation criteria.
  2. Complete the Online Form: Submit basic farm information, a brief description of the project, and a preliminary budget.
  3. Develop a Business Plan: A concise plan (510 pages) outlining goals, market analysis, financial projections, and sustainability practices.
  4. Technical Review: An extension specialist reviews the plan and may request additional data or site visits.
  5. Funding Decision: Within 45 days of the complete submission, applicants receive notification of grant or loan approval.
  6. Implementation & Reporting: Funds are disbursed in phases tied to milestones, and recipients must submit quarterly progress reports.

All applications are accepted annually from March 1 through June 30, with decisions announced in August.
