In the global effort to combat climate change, governments are increasingly adopting market-based mechanisms to encourage industrial sectors to decarbonize. TIER is a regulatory framework that mandates large industrial emitters to reduce their greenhouse gas (GHG) emissions intensity. Because facilities have the option to contribute to an emissions reduction fund, capital is pooled from industrial emitters and redirected toward promising projects. This creates a circular economy of innovation, where the proceeds from high-carbon industrial activity directly fund the development of carbon capture, utilization, and storage (CCUS), renewable energy integration, and hydrogen production.

By implementing a structured, predictable, and market-responsive regulation, governments can achieve several strategic outcomes:

  • Economic Stability: Because the system focuses on intensity rather than absolute caps, it prevents the regulation from acting as a barrier to economic growth or production expansion.

  • Decarbonization at Scale: Large industrial players often have the capital and the infrastructure to deploy transformative technologies. TIER ensures these players are the ones leading the transition to a net-zero future.

Challenges and Future Outlook

While the TIER framework has proven effective, it is not without challenges. Critics often point to the complexity of establishing fair benchmarks that accurately reflect technical differences between facilities. Additionally, there is a constant political and economic balancing act required to ensure the carbon price set by the regulation is high enough to drive real change, but not so high that it causes "carbon leakage," where industries move their operations to jurisdictions with less stringent environmental policies.

Moving forward, the success of TIER will depend on the rapid advancement and deployment of clean technologies. As the stringency of benchmarks increases over time, industry will need to shift from incremental efficiency gains to fundamental structural changes in how they produce energy and goods. The TIER regulation remains a cornerstone policy, serving as a blueprint for how market forces can be harnessed to address the urgent challenge of climate change.
