Technical and Vocational Education and Training (TVET) in India for Sustainable Development

Technical and Vocational Education and Training (TVET) equips learners with specific skills, knowledge, and competencies required by industry and the broader economy. In India, an economy of over 1.4billion people, TVET is a critical lever for achieving the United Nations Sustainable Development Goals (SDGs), especially Goal8 (Decent Work and Economic Growth), Goal4 (Quality Education), Goal9 (Industry, Innovation, and Infrastructure), and Goal13 (Climate Action).

Indias demographic dividend, with more than 350million youth aged 1529, offers a unique opportunity: if these young people acquire relevant vocational skills, the country can accelerate inclusive growth, reduce unemployment, and foster a green, resilient economy.

The Indian government has framed several policies that place TVET at the centre of the nations development agenda:

  • National Education Policy (NEP) 2020: Calls for integration of vocational education from grade6 onward and recognizes the need for sustainabilityoriented curricula.
  • Atmanirbhar Bharat Abhiyan (SelfReliant India) 2020: Encourages MSMEs to partner with training institutes for handson learning.

Key Sectors Contributing to Sustainable Development

1. Renewable Energy

India aims to achieve 450GW of renewable capacity by 2030. TVET institutes are offering courses in solar photovoltaic (PV) installation, wind turbine maintenance, and energyefficiency auditing. The Solar Photovoltaic Installation and Maintenance (SPVIM) certification, approved by the Ministry of New & Renewable Energy (MNRE), now has over 200,000 certified technicians.

2. Sustainable Agriculture and Food Processing

Training in organic farming, postharvest management, and lowcarbon food processing helps reduce waste and greenhousegas emissions. The National Institute of Agricultural Extension Management (MANAGE) runs shortterm courses for smallholders on climatesmart practices.

3. Green Construction and Infrastructure

Skills in energyefficient building design, use of recycled materials, and green retrofitting are part of courses offered by the Indian Institute of Building Materials (IIBM). These programmes align with the government's Smart Cities Mission.

4. Waste Management and Circular Economy

Vocational programmes now include waste segregation, composting, ewaste recycling, and upcycling of plastic. The Centre for Waste Management Education in Bangalore has trained over 50,000 youths in wastetoresource technologies.

5. Information and Communication Technology (ICT)

Digital literacy, coding, and data analytics enable young professionals to develop solutions for climate monitoring, smart farming, and efficient logistics, directly supporting SDG9 and SDG13.

Challenges Hindering TVET Impact

  • Fragmented Governance: Multiple ministries and state agencies lead to overlapping responsibilities and inconsistent standards.
  • Quality Assurance: Many training centres lack certified trainers, modern equipment, and industryaligned curricula.
  • Gender Gap: Women account for less than 30% of TVET enrolments, limiting inclusive growth.
  • RuralUrban Divide: Rural areas often have limited access to accredited institutes and apprenticeship opportunities.
  • Financing Constraints: High upfront costs for equipment and low returns on investment deter private sector participation.

Addressing these challenges requires coordinated policy action, robust monitoring mechanisms, and incentives for both providers and learners.

Successful Initiatives & Case Studies

i) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) Green Skill Tracks

PMKVY introduced Green Skill modules in 2021, covering solar PV, energy auditing, and ecofriendly construction. Over 5million beneficiaries have completed these courses, with an average placement rate of 68% within six months.

ii) Gujarats Solar Training Hub

Located in Ahmedabad, the hub collaborates with industry leaders like Adani and Tata Power. It offers handson training on rooftop PV systems and has placed 12,000 technicians in solar projects across the state.

iii) WomenLed Fabric Recycling Centres in TamilNadu

TVET programmes partnered with the SelfHelp Groups (SHGs) provide skill training in textile waste conversion into reusable fabrics. The centres have generated 120crore of revenue and empowered over 3,000 women.

iv) Digital Literacy Campaign in Bihar

Through a partnership between the State Skill Development Mission and NGOs, 150,000 youth were trained in basic computing and egovernment services. This has improved access to online agricultural advisory and market information, supporting sustainable livelihoods.

Future Directions for TVET in India

To fully realize TVETs potential for sustainable development, the following actions are recommended:

  1. Integrate Sustainability Across All Curricula: Embed climateresilience, circulareconomy concepts, and the SDG framework into every vocational programme.
  2. Strengthen PublicPrivate Partnerships: Encourage industry to codesign courses, provide apprenticeship slots, and invest in stateoftheart training infrastructure.
  3. Boost Womens Participation: Offer gendersensitive scholarships, safe learning environments, and career pathways in emerging green sectors.
  4. Leverage Technology: Use virtual labs, AIdriven assessment tools, and mobile learning to reach remote learners.
  5. Implement Robust Quality Assurance: Establish a national accreditation body for TVET providers, linked to outcomebased metrics and employer feedback.
  6. Facilitate Credit Transfer and Lifelong Learning: Create a modular system where skills earned at one institute can be stacked towards higher qualifications.

By aligning TVET with the SDGs, India can transform its vast youth demographic into a skilled, green, and inclusive workforcepaving the way for a sustainable future.
