The West Bengal Civil Defence (WBCD) is a statelevel authority responsible for disaster management, emergency response, and community preparedness across West Bengal. Established under the National Disaster Management Act, 2005, it coordinates relief operations, conducts training programmes, and promotes awareness on civil defence measures.
WBCD works in close partnership with the State Disaster Management Authority (SDMA), the National Disaster Response Force (NDRF), the Indian armed forces, and local NGOs to ensure an integrated approach to disaster mitigation.

Eligibility Criteria
Educational Qualification
- Graduates (any discipline) from a recognized university.
- For specialized technical training, a degree in Engineering, Nursing, or Allied Health is advantageous but not mandatory.
Age Limit
- Minimum: 21 years
- Maximum: 27 years (relaxation of up to 5 years for SC/ST, OBC, exservicemen, and physically disabled candidates as per government rules).
Physical Standards
- Male: Height 165 cm; Female: Height 155 cm.
- Chest measurement (male) Minimum 78 cm (expanded to 81 cm).
- Vision: 6/6 unaided (with or without glasses). No colourblindness.
- Medical fitness as per the Indian Armed Forces standards.
Other Requirements
- Indian citizenship.
- No criminal record.
- Must be willing to undergo training at the State Disaster Management Training Centre, Kolkata.
Job Description & Responsibilities
The Staff Officer cum Instructor is a dualrole post that combines administrative duties with instructional responsibilities.
Administrative Duties
- Prepare and maintain records of disaster drills, training programmes, and equipment inventories.
- Coordinate with district civil defence units, NGOs, and other agencies for joint exercises.
- Assist the senior officials in drafting operational manuals, SOPs, and preparedness plans.
- Handle logistics for emergency response allocation of kits, vehicles, and communication devices.
- Participate in budget preparation and resource allocation for the civil defence department.
Instructional duties
- Design and deliver training modules on first aid, fire safety, flood management, and rescue operations.
- Conduct regular mock drills for schools, colleges, municipal bodies, and industry units.
- Assess trainee performance, maintain scorecards, and recommend certifications.
- Introduce new technologies such as GIS mapping, drone surveillance, and early warning systems into the training curriculum.
- Facilitate community awareness programmes and public safety campaigns.
Selection Process

- Physical Efficiency Test (PET): Includes 100meter dash, long jump, and basic fitness standards.

- Medical Examination: Conducted by the government medical board.
Final merit list is prepared based on combined scores of the written exam, PET, and interview.
