Special Education Teacher Candidate Handbook

Introduction

Welcome to the Special Education Teacher Preparation Program. This handbook serves as the essential guide for all candidates throughout their journey toward becoming certified educators. Our mission is to prepare compassionate, highly skilled, and reflective practitioners who are committed to the success of students with diverse learning needs.

Program Philosophy

We believe that every student, regardless of ability, has the right to a high-quality education in the least restrictive environment. Our program emphasizes evidence-based practices, universal design for learning (UDL), and collaborative advocacy. Candidates are expected to view disability through a strengths-based lens, fostering independence and self-determination in their future students.

Professional Expectations

Professionalism is the cornerstone of your residency. As a candidate, you are expected to maintain the highest standards of conduct:

  • Confidentiality: Adhere strictly to FERPA and HIPAA regulations regarding student information.
  • Punctuality and Attendance: Professionalism begins with presence. You are expected to follow the host schools calendar and schedule.
  • Communication: Maintain proactive and respectful communication with cooperating teachers, school administration, and university supervisors.
  • Dress Code: Adhere to the dress code policies established by the district where you are placed.

Clinical Residency Requirements

The clinical residency is designed to transition you from an observer to a lead teacher. Candidates will be assessed on the following domains:

  • Instructional Planning: Designing lessons that meet individualized education program (IEP) goals.
  • Classroom Management: Implementing positive behavioral interventions and supports (PBIS).
  • Assessment and Data Tracking: Regularly monitoring student progress and utilizing data to drive instructional decisions.
  • IEP Knowledge: Understanding the legal components of IEP development and participating in multidisciplinary team meetings.

Support Systems

We recognize that teacher training is demanding. Support is available through several channels:

  • University Supervisor: Your primary liaison for academic and field-based concerns.
  • Cooperating Teacher: Your mentor in the classroom who provides daily feedback and modeling.
  • Peer Support Groups: Monthly meetings with other candidates to share strategies and experiences.
  • Academic Advising: Ongoing consultation to ensure all certification and graduation requirements are met.

Ethical Guidelines and Legal Responsibilities

Special education is a highly regulated field. Candidates must demonstrate proficiency in the Individuals with Disabilities Education Act (IDEA). You will be expected to demonstrate an understanding of:

  • Procedural safeguards for parents and students.
  • The importance of non-discriminatory evaluation.
  • The role of the teacher in ensuring the delivery of related services as outlined in the IEP.

Graduation and Certification

To successfully complete the program, candidates must pass all state-mandated licensure examinations, complete the required hours of supervised field experience, and present a professional portfolio demonstrating growth in all core competencies.
