Overview

The Republic of Fiji National Adaptation Plan (NAP) Costing Methodology Tool is a standardized framework designed to help government agencies, development partners, and stakeholders estimate the financial requirements for implementing climateresilient actions identified in Fijis NAP. The tool aligns with the international NAPGHG guidelines while reflecting Fijis unique geographic, socioeconomic, and cultural context.

Purpose of the Tool

Its primary purposes are to:

  • Provide a transparent, repeatable approach for costing adaptation activities.
  • Facilitate budgeting, resource mobilisation, and financing negotiations.
  • Enable comparison of alternative implementation scenarios.
  • Support monitoring and evaluation of financial commitments over the NAP horizon (20242034).

Key Components

The tool is organised into four interlinked modules:

1. Activity Database

A catalogue of all proposed adaptation actions, each described by:

  • Sector (e.g., agriculture, coastal management, health).
  • Geographic scope (national, regional, community).
  • Implementation timeframe.
  • Baseline assumptions and key performance indicators.

2. Cost Element Library

Standardised cost categories that cover:

  • Capital expenses (infrastructure, equipment).
  • Operational and maintenance (O&M) costs.
  • Capacity building and training.
  • Monitoring, evaluation and reporting (MER).
  • Contingency and inflation adjustments.

3. Financial Sources Matrix

Identifies potential funding streams, such as:

  • National budget allocations.
  • International climate funds (GCF, Adaptation Fund, ADB).
  • Private sector investment and PPPs.
  • Community contributions and inkind support.

4. Scenario Builder

Allows users to model alternative pathways (e.g., baseline, optimistic, highresilience) by adjusting assumptions on scale, sequencing, and cost drivers.

StepbyStep Costing Process

  1. Define Scope Select the NAP sector(s) and geographic area to be analysed.
  2. Populate Activity Database Enter each activity with its description, units, and expected outputs.
  3. Assign Cost Elements Link each activity to relevant cost categories and input unit cost data.
  4. Adjust for Inflation & Exchange Rates Use the builtin inflation calculator (based on IMF CPI forecasts) and apply the prevailing FJD/USD rate.
  5. Allocate Funding Sources Distribute total costs across identified financing mechanisms, indicating any cofinancing arrangements.
  6. Run Scenario Analysis Generate cost totals for each scenario, view breakdowns by year, sector, and funding source.
  7. Export & Report Produce printable tables, charts, and a summary narrative ready for inclusion in NAP update documents.
