Overview
The NewJersey Individual Health Coverage Program (IHCP) is a staterun healthinsurance marketplace that offers affordable, comprehensive plans to residents who do not receive coverage through an employer, Medicaid, or Medicare. Launched in 2015, the program is administered by the NewJersey Department of Banking and Insurance and complies with the federal Affordable Care Act (ACA). It provides a single portal where individuals and families can compare plans, view price estimates, and apply for financial assistance.
Eligibility
To shop for a plan through IHCP you must meet all of the following criteria:
- Be a legal resident of NewJersey.
- Be a U.S. citizen, permanent resident, or have another qualifying immigration status.
- Not be incarcerated.
- Not be eligible for employerbased coverage, Medicaid, or Medicare.
- Live in the United States during the open enrollment period (or qualify for a Special Enrollment Period).
Children under 26 who are covered under a parents plan may also enroll directly on IHCP if the parents plan does not meet their needs.
Key Benefits
IHCP plans are required to cover a core set of services known as the Essential Health Benefits. These include:
- Preventive and wellness services
- Emergency services
- Hospitalization
- Maternity and newborn care
- Mental health and substanceuse disorder services
- Prescription drugs
- Rehabilitative and habilitative services
- Laboratory tests
- Pediatric services, including dental and vision
All plans also adhere to ACA consumerprotection rules, such as prohibiting denial of coverage for preexisting conditions and limiting annual outofpocket expenses.
How to Enroll
1. Create an Account
Visit the official IHCP website and click Create Account. You will need a valid email address, Social Security number (or Individual Taxpayer Identification Number), and a NewJersey drivers license or state ID.
2. Complete the Application
The application collects information on household size, income, and immigration status. This data is used to determine eligibility for premium tax credits and costsharing reductions.
3. Compare Plans
After submitting the application, you can view a sidebyside comparison of available plans. Filters let you sort by premium, deductible, outofpocket maximum, and network of doctors.
4. Select a Plan
Choose the plan that best fits your health needs and budget. You will see the exact monthly premium after any subsidies are applied.
5. Pay Your First Premium
Most carriers accept credit cards, electronic checks, or automatic bank drafts. Your coverage typically starts on the first day of the month following payment.
Special Enrollment Periods (SEPs)
Outside the annual Open Enrollment (usually NovemberDecember), you may qualify for an SEP due to:
- Loss of other health coverage (e.g., job loss, divorce)
- Change in household size (birth, adoption, death)
- Change in residence to NewJersey
- Changes in income that affect subsidy eligibility
Documentation must be submitted within 60 days of the qualifying event.
Costs & Subsidies
Premiums vary by metal tier, insurer, and geographic region. To keep coverage affordable, the federal government offers two main types of financial help:
- Premium Tax Credit (PTC): Reduces monthly premium costs based on household income as a percentage of the Federal Poverty Level (FPL). No repayment is required if your actual income matches the estimate used on your application.
- CostSharing Reductions (CSRs): Lower outofpocket expenses (deductibles, copayments, coinsurance) for those who qualify for a PTC and enroll in a Silver plan.
NewJersey also offers a statelevel NJ Health Insurance Premium Assistance program for lowincome residents who do not qualify for Medicaid but still need help covering premiums.
Example (2024 figures, illustrative only):
| Metal Tier | Average Monthly Premium (Without Subsidy) | Typical OutofPocket Max |
|---|---|---|
| Bronze | $380 | $10,500 |
| Silver | $460 | $8,250 |
| Gold | $560 | $6,500 |
| Platinum | $720 | $4,200 |
After applying a PTC, many eligible households see premiums drop to $30$150 per month, depending on income.
