Myanmar Foreign Investment Tracking Project

Project Overview

The Myanmar Foreign Investment Tracking Project (MFITP) is a collaborative initiative that aims to collect, verify, and publish uptodate information on foreign direct investment (FDI) flowing into Myanmar. Launched in 2022 by the Ministry of Planning and Finance together with international development partners, the project provides a transparent, datadriven picture of investment trends, sectoral distribution, and geographic concentration.

By consolidating disparate data sourcescustoms declarations, company registries, bank filings, and satellite imagerythe MFITP creates a single, reliable repository that can be accessed by policymakers, researchers, investors, and civil society alike. The platform also offers analytical tools that turn raw numbers into actionable insights, supporting evidencebased decision making and fostering a more predictable investment climate.

Key Objectives

  • Transparency: Make FDI data publicly available in a timely and userfriendly format.
  • Policy Support: Supply decisionmakers with evidence to shape investmentfriendly regulations.
  • Risk Assessment: Identify sectors or regions with high exposure to geopolitical or environmental risks.
  • Accountability: Enable civil society to monitor compliance with national development goals.
  • Investor Confidence: Provide reliable data that helps foreign investors evaluate opportunities and risks.

Methodology & Data Sources

MFITP follows a threestage methodology:

  1. Data Capture: Automated feeds pull information from the Myanmar Companies Registry, the Central Banks foreign exchange reports, customs import/export logs, and international databases such as UNCTAD and the World Bank.
  2. Verification & Enrichment: A team of analysts crosschecks entries against public disclosures, news reports, and satellitederived construction activity. Discrepancies are flagged and investigated.
  3. Publication & Visualization: Cleaned data are uploaded to an openaccess portal where users can download CSV files, explore interactive maps, and generate custom charts.

All data are stored in a secure cloud environment that complies with international dataprivacy standards. The platform adopts opensource tools (PostgreSQL, GeoServer, D3.js) to keep operating costs low and ensure that the code can be audited by independent experts.

Benefits for Stakeholders

Government agencies can track whether investment commitments align with national development plans, allowing for timely policy adjustments. Local businesses gain insight into emerging supplychain opportunities and potential partnership prospects. International investors benefit from a clearer view of market dynamics, reducing information asymmetry and transaction costs. Finally, civil society organizations receive a factual basis for advocacy on issues such as labor standards, environmental protection, and equitable regional development.

Challenges Encountered

Implementing a comprehensive tracking system in Myanmar has not been without obstacles:

  • Data Gaps: Some foreign investors operate through offshore structures that obscure ultimate beneficial owners.
  • Regulatory Inconsistencies: Frequent changes in investment law can create mismatches between legal definitions and recorded data.
  • Technical Capacity: Limited local expertise in bigdata analytics required a sustained capacitybuilding program.
  • Political Sensitivities: Certain sectors, such as natural resources, attract scrutiny that can affect data sharing.

To mitigate these issues, MFITP partners with universities for research support, adopts a modular data architecture that can be updated as regulations evolve, and follows a strict confidentiality protocol to protect commercially sensitive information.

Early Impact and Success Stories

Within the first year of operation, the project published over 2,500 individual investment entries, covering more than $12billion in announced FDI. Notable outcomes include:

  1. Identification of a concentration of manufacturing investments in the Bago and Ayeyarwady regions, prompting the Ministry of Commerce to prioritize infrastructure upgrades there.
  2. Detection of a sudden decline in tourismrelated FDI during 2023, which led to a targeted tax incentive package that restored investor confidence by early 2024.
  3. Support for a jointventure between a Japanese electronics firm and a local SME, facilitated by the visibility of complementary supplychain data on the portal.

Future Plans

MFITP aims to expand both its breadth and depth over the next three years:

  • Realtime Dashboard: Integrate API feeds that push daily updates on new investment registrations.
  • SectorSpecific Modules: Develop specialized analytics for highimpact sectors such as renewable energy, agribusiness, and digital services.
  • Regional Disaggregation: Provide subdistrict level data to help local governments plan targeted incentives.
  • Capacity Building: Offer workshops and online courses for Myanmar ministries and academic institutions on data literacy and statistical modeling.
  • International Collaboration: Align the platform with the ASEAN Investment Monitoring System to facilitate crossborder comparisons.
