Overview

The Meridian Water development, located in the London Borough of Enfield, represents one of the most ambitious regeneration projects in the capital. Spanning roughly 950 acres, the masterplan aims to deliver up to 20,000 homes, new schools, health facilities, commercial spaces, and extensive public realms. Central to the success of the scheme are the strategic infrastructure works that provide the physical backbone for a resilient, connected, and futureready neighbourhood.

Key Infrastructure Components

1. Transport Links

Improving connectivity is essential for a development of this scale. The following transport upgrades are underway:

  • Meridian Water Station A new Thameslink station on the East Coast Main Line, offering fast services to central London, Cambridge and beyond.
  • Bus Rapid Transit (BRT) Dedicated lanes along the A1055 and Meridian Way to provide highfrequency, lowemission buses.
  • Cycle Superhighway A protected, 8km route linking the development to the existing Cycle Superhighway 3 (CS3) network.
  • Road Enhancements Upgrades to the A1055, A110, and M25 junction 24 to accommodate increased traffic while prioritising pedestrian safety.

2. Utilities & Services

Modern, sustainable utilities will support both residents and businesses:

  • Water & Sewerage Replacement of aging mains, installation of a highcapacity treatment plant, and a closedloop rainwater harvesting system for public spaces.
  • Energy A district heating network supplied by a combined heat and power (CHP) plant, augmented with solar PV arrays on community buildings.
  • Telecommunications Fullfibre broadband (FTTP) rollout guaranteeing speeds of up to 1Gbps across the estate.
  • Waste Management Separate collection for recyclables, organics, and residual waste, plus a smallscale anaerobic digestion facility.

3. Public Realm & Green Infrastructure

The design philosophy places nature at the heart of the development:

  • Over 180ha of new parks, wetlands, and linear greenways.
  • Ecocorridors linking existing waterways (River Lee, Walthamstow Reservoirs) to create wildlife habitats.
  • Rain gardens and permeable surfacing to manage surface water and reduce flood risk.
  • Community hubs with flexible indoor/outdoor spaces for events, markets and recreation.

Phased Delivery Strategy

The infrastructure works are being delivered in three overlapping phases to align with housing construction and minimise disruption:

  1. Phase1 (20222025) Core utilities, primary road upgrades, and the initial sections of Meridian Way.
  2. Phase2 (20252029) Completion of the new railway station, BRT network, and the majority of green infrastructure.
  3. Phase3 (20292035) Finalise secondary roads, extend the district heating network, and create the remaining public spaces.

Environmental & Sustainability Goals

Meridian Water is designed to meet stringent sustainability criteria, with targets including:

  • Carbonneutral new build homes by 2030.
  • At least 30% of the site dedicated to biodiversityrich habitats.
  • Zerocar zones in the town centre, encouraging walking, cycling and electric vehicle use.
  • Annual water savings of 20% compared with baseline consumption through recycling and efficient fittings.
