Background
The grey wolf (Canis lupus) is a toppredator native to the forested and mountainous landscapes of British Columbia (BC). Historically, wolves occupied virtually the entire province, but extensive governmentled predator control programs in the earlytomid 20thcentury reduced their numbers dramatically. By the 1970s, estimates suggested fewer than 500 individuals remained, primarily in the northern interior and the coastal mountains.
Since the 1990s, legal protection under the Wildlife Act and the adoption of a recovery strategy have allowed populations to rebound. Recent surveys indicate that the province now supports roughly 2,5003,000 wolves, distributed across five major ecological zones: the coastal temperate rainforest, the interior montane forest, the subalpine and alpine zones, the northcentral interior, and the northern boreal forest.
While recovery is a conservation success, it has also created new challenges. Growing humanwolf interactions, concerns from livestock producers, and the need to maintain ecological functions require a balanced, evidencebased management approach.
Management Objectives
The Management Plan (MP) for the grey wolf in BC is built around four overarching objectives:
- Conservation and Population Viability: Ensure longterm stability of wolf populations across all ecozones.
- HumanWolf Conflict Mitigation: Reduce depredation incidents and promote coexistence with rural communities.
- Ecosystem Function: Maintain the wolfs role as a keystone predator to support biodiversity and ecosystem resilience.
- Adaptive Management: Integrate new scientific information and stakeholder feedback into a responsive management framework.
Key Components of the Management Plan
1. Population Monitoring
Robust and standardized monitoring is the backbone of the MP. It includes:
- Annual aerial and ground surveys using camera traps, genetic hair snares, and satellite telemetry.
- Regional population models that estimate abundance, mortality rates, and reproductive success.
- Integration of Indigenous knowledge to fill data gaps in remote areas.
2. Habitat Protection and Connectivity
Critical habitat is identified using a combination of satellite imagery, wildlife corridor modeling, and field validation. Protection actions include:
- Designating and expanding protected areas that encompass core wolf territories.
- Establishing wildlife corridors to maintain genetic flow between isolated subpopulations.
- Working with forestry and mining companies to implement wolffriendly landuse practices.
3. Conflict Prevention Strategies
Proactive measures aim to keep depredation rates low:
- Livestock Guarding Dogs (LGDs) and shepherding practices.
- Improved fencing and nighttime enclosures for sheep and calves.
- Compensation and incentive programs for verified losses.
- Education workshops for ranchers, hunters, and the broader public.
4. Controlled Harvest (Where Applicable)
In the northern boreal and interior zones where wolf densities exceed ecological carrying capacity, limited, sciencebased harvest may be permitted:
