Organisational Structure

The Authority is headed by a Chairman, appointed by the Governor of Khyber Pakhtunkhwa on the advice of the Provincial Cabinet. The Chairman is assisted by a Board of Directors that includes senior representatives from key ministries, the Finance Department, the Auditor Generals office and civil society.

Operational activities are carried out by three main divisions:

1. Regulatory Division: Drafts rules, monitors compliance and conducts audits.
2. Information Technology Division: Manages the electronic procurement platform (ePPRA) and maintains data security.
3. Capacity Building & Outreach Division: Organises workshops, publishes guidelines and liaises with industry.

The ePPRA Portal

The electronic public procurement portal, ePPRA, is the cornerstone of the Authoritys digital transformation strategy. Its key features include:

• Online publication of tender notices, clarifications and addenda.
• Electronic submission of bids and supporting documents.
• Automated bid opening and evaluation modules.
• Realtime tracking of procurement cycles.
• Public access to awarded contracts and performance reports.

All provincial departments are required to register on the portal and conduct their procurement activities exclusively through it, except where justified exceptions are granted by the Authority.

Standard Procurement Process

1. Planning & Needs Assessment: Departments submit a detailed procurement plan to the Authority for validation.
2. Preparation of Tender Documents: Specifications, bill of quantities, evaluation criteria and contract terms are drafted.
3. Advertisement: Notices are posted on ePPRA and in newspapers as per the value thresholds.
4. PreBid Conference & Clarifications: Interested suppliers may seek clarification; all answers are uploaded for public view.
5. Bid Submission: Suppliers upload sealed bids before the deadline.
6. Bid Opening & Evaluation: Conducted electronically; bids are scored against the prepublished criteria.
7. Award & Contract Signing: The contract is awarded to the highestscoring compliant bidder and published on the portal.
8. Contract Management & Monitoring: Performance is tracked; any variations require Authority approval.
9. Audit & Closeout: Final accounts are audited and the procurement file archived.

KPPPRA operates within a layered legal environment:

• Khyber Pakhtunkhwa Public Procurement Regulatory Authority Act, 2015 establishes the Authority and defines its powers.
• Khyber Pakhtunkhwa Public Procurement Rules, 2019 detailed procedural guidelines.
• Public Procurement Ordinance, 2002 (Federal) provides crossprovincial consistency.
• International agreements such as the WTO Government Procurement Agreement (GPA) for projects with foreign assistance.
