The Internet Corporation for Assigned Names and Numbers (ICANN) is a nonprofit organization responsible for coordinating the Internet's naming system. It operates the Domain Name System (DNS), which translates domain names like "example.com" into IP addresses that computers use to communicate with each other.

Founded in 1998, ICANN maintains the security, stability, and interoperability of the Internet's unique identifier systems. The organization does not control Internet content or police online activities, but rather focuses on the technical coordination of the Internet's naming systems.

ICANN operates as a multi-stakeholder organization, bringing together businesses, governments, technical experts, civil society, and individual users from around the world to develop policies that affect the Internet's naming and numbering systems.

History of ICANN

The Internet's rapid growth in the 1990s created the need for greater organization of its technical coordination functions. Prior to 1998, key Internet coordination functions were performed under U.S. government contract by various entities, including Jon Postel at the Information Sciences Institute at the University of Southern California.

As the Internet expanded globally, there was growing recognition that these functions should be transitioned to a private-sector, nonprofit organization with international participation. In January 1998, the U.S. Department of Commerce issued a proposal for this transition, known as the "White Paper."

Following a period of public consultation and international discussion, ICANN was incorporated in September 1998. Jon Postel served as the organization's first Chairman of the Board of Directors until his death in October 1998.

In 2009, the Affirmation of Commitments was signed between ICANN and the U.S. government, affirming ICANN's commitment to remain a private-sector-led organization with multi-stakeholder representation from around the world, while reducing the U.S. government's direct role in ICANN's coordination of the DNS.

In 2016, the IANA (Internet Assigned Numbers Authority) functions contract between ICANN and the U.S. government expired, and these functions transitioned fully to the global Internet community through ICANN, marking a significant milestone in the maturation of Internet governance.

Structure of ICANN

ICANN operates under a multi-stakeholder model where individuals and groups with different interests all contribute to policy development affecting the Internet's naming system. This approach ensures that diverse perspectives are considered in the decision-making process.

Board of Directors

The ICANN Board consists of 16 voting members and 4 non-voting liaison members. It provides financial and strategic oversight, approves policies developed by the community, and makes final decisions on certain matters within ICANN's scope. Board members include representatives from Supporting Organizations, At-Large representatives, and technical experts.

Supporting Organizations

ICANN has three Supporting Organizations that develop policies for the Board:

  • Generic Names Supporting Organization (GNSO): Focuses on policy for generic top-level domains (gTLDs) like .com, .org, and .info.
  • Country Code Names Supporting Organization (ccNSO): Contributes policy recommendations regarding country-code top-level domains (ccTLDs) like .uk, .de, and .jp.
  • Address Supporting Organization (ASO): Addresses policy issues related to Internet Protocol (IP) address space.

Advisory Committees

ICANN's Advisory Committees provide advice to the Board including:

  • Governmental Advisory Committee (GAC): Represents national governments and distinct economies.
  • At-Large Advisory Committee (ALAC): Represents the interests of individual Internet users worldwide.
  • Root Server System Advisory Committee (RSSAC): Provides advice on the operation of the root server system.
  • Security and Stability Advisory Committee (SSAC): Focuses on security and stability issues related to the DNS.

ICANN's Core Functions

ICANN performs several critical functions that maintain the stability and security of the Internet's unique identifier systems:

Domain Name System (DNS) Management

ICANN coordinates the DNS, which translates human-readable domain names into numerical IP addresses. This includes delegating top-level domains (TLDs) to registries and overseeing the operation of the DNS root zone. The DNS is essential to the functioning of the Internet, enabling users to access websites and send email using easy-to-remember names rather than numerical IP addresses.

IP Address Allocation

Through the IANA function, ICANN allocates IP addresses to Regional Internet Registries (RIRs), which then distribute them to Internet service providers and other organizations. The five RIRs are AfriNIC (Africa), ARIN (North America), APNIC (Asia-Pacific), LACNIC (Latin America and Caribbean), and RIPE NCC (Europe, Middle East, and parts of Central Asia).

Protocol Parameter Management

ICANN maintains registries of protocol parameters used in Internet protocols, such as port numbers and MIME types, in coordination with the Internet Engineering Task Force (IETF). These parameters ensure that different software systems can communicate effectively over the Internet.

Root Zone Management

ICANN manages the DNS root zone, including updating the root zone file and coordinating with root server operators. The root zone contains information about the top-level domains and is distributed to the 13 root server clusters around the world.

Top-Level Domain (TLD) Coordination

ICANN oversees top-level domains, managing the introduction of new gTLDs and accrediting registrars that sell domain names to the public. In 2012, ICANN launched a major expansion of the gTLD space, adding hundreds of new TLDs such as .shop, .blog, and .club.

Policy Development
