1. Introduction

This Health and Safety Management Plan (HSMP) ensures the safety of all personnel in the construction of medium voltage lines in Karongi and Rutsiro Districts. It outlines safety procedures, risk management strategies, and emergency response protocols to prevent accidents during construction.

The project presents numerous risks, including working at heights, electrical hazards, heavy machinery operations, and challenging terrain. This plan addresses these concerns through systematic risk assessment, hazard control measures, and safety monitoring procedures consistent with Rwandan safety regulations.

  • Control Measures: Following the hierarchy of controls (elimination, substitution, engineering, administrative, PPE)

Risk Prioritization

Risks will be categorized as Low, Medium, High, or Extreme based on a combination of likelihood and consequence. Extreme risks require immediate action, while High risks demand urgent mitigation measures. Medium and Low risks will be monitored and managed through standard procedures.

Control Measures: Lockout/tagout procedures, insulated tools, 3-meter approach distance from energized equipment, grounding of conductive materials, and electrical hazard training.

5.2 Working at Heights

Control Measures: Certified fall protection systems, proper climbing equipment inspection, buddy system, appropriate training, and temporary barriers for ground personnel.

5.3 Mobile Plant and Machinery

Control Measures: Separate pedestrian/vehicle routes, traffic management plans, proper equipment maintenance, licensed operators, and high-visibility clothing.

5.4 Manual Handling

Control Measures: Mechanical aids for lifting, safe manual handling training, worker rotation to minimize repetitive tasks, and risk assessment before commencement.

5.5 Environmental Hazards

Control Measures: Weather monitoring and work suspension procedures, training for terrain challenges, minimizing work during extreme weather, and safe procedures near water bodies.

6. Emergency Response Procedures

Comprehensive emergency procedures address potential incidents during construction, including evacuation protocols, first aid procedures, fire response, and rescue operations for workers at heights.

6.1 Coordination with Local Emergency Services

Prior to project commencement, coordination meetings will be held with local emergency services to establish communication channels, identify specialized resources, conduct joint training, and establish incident notification protocols.

On-Site Emergency Equipment

All work sites will be equipped with: first aid kits, fire extinguishers, rescue equipment for workers at heights, emergency communication devices, spill containment kits, and safety barriers/signage.
