The Bahamas stands as a global pioneer in the retail CBDC space. In October 2020, the Central Bank of The Bahamas launched the "Sand Dollar," the worlds first fully deployed retail CBDC. Given the archipelago's unique geography, which makes physical cash distribution difficult, the Sand Dollar aims to facilitate a more inclusive financial system, allowing citizens to conduct digital transactions regardless of their geographic location.

China: The Digital Yuan (e-CNY)

Chinas e-CNY project represents one of the most significant and large-scale pilots globally. Managed by the Peoples Bank of China, the e-CNY is designed to coexist with existing electronic payment platforms like Alipay and WeChat Pay. The primary objectives are to increase the efficiency of the retail payment system, provide a robust backup to private payment services, and support the internationalization of the Renminbi.

The Eurozone: The Digital Euro

The European Central Bank (ECB) has moved into the "preparation phase" for a digital euro. Nigeria launched the eNaira in October 2021, becoming the first African nation to deploy a retail CBDC. The goal of the Central Bank of Nigeria is to drive financial inclusion for the unbanked population, reduce the cost of remittances, and improve the efficiency of the domestic payment infrastructure. The eNaira serves as both a payment tool and a store of value.

Shared Motivations and Challenges

Across these diverse jurisdictions, several common themes emerge regarding the motivations for exploring retail CBDCs:

  • Financial Inclusion: Providing digital payment access to individuals without traditional bank accounts.
  • Payment System Resilience: Creating a sovereign backup to private payment rails that could fail or become monopolistic.
