Project Overview
The Ghana Education Sector Project is a comprehensive initiative aimed at improving the quality of education at the pre-tertiary level while ensuring equitable access for all children. Supported by international development partners, including the World Bank through the International Development Association (IDA), the project seeks to address critical challenges in the education sector, including low learning outcomes, inadequate infrastructure, and disparities in educational access between regions and different socio-economic groups.
Education is the cornerstone of Ghana's development strategy, recognizing that a skilled and knowledgeable workforce is essential for economic growth and social cohesion. Over the years, the Government of Ghana has implemented various reforms to expand access to education, notably through the Free Senior High School (SHS) policy. However, expanding access must be accompanied by improvements in the quality of teaching and learning environments. The Ghana Education Sector Project was therefore designed to fill this gap, focusing heavily on ensuring that children who attend school actually acquire the literacy, numeracy, and critical thinking skills required for the 21st century.

Key Project Components
To achieve its ambitious objectives, the Ghana Education Sector Project is divided into several distinct but interrelated components. Each component addresses a specific bottleneck in the education delivery system.
1. Teaching for Learning
This component focuses on the human element of educationthe teachers. It introduces a strengthened approach to teacher professional development. Instead of one-off workshops, the project promotes continuous, in-service training that is hands-on and relevant. It includes the rollout of a National In-Service Teacher Training Strategy (NIST).
Furthermore, this component aims to improve teacher accountability and time-on-task. By strengthening the reporting and supervision mechanisms within the Ghana Education Service (GES), the project seeks to ensure that teachers are present in the classroom and effectively delivering the curriculum. Performance appraisal systems are being revised to reward effective teaching practices.
2. Strengthening School Management
Effective schools require effective leaders. This component targets headteachers, assistant headteachers, and circuit supervisors. It provides training on school management, leadership, data-driven decision-making, and financial administration.
A crucial aspect of this component is the empowerment of School Management Committees (SMCs) and Parent-Teacher Associations (PTAs). The project provides resources and training to these community-based groups to help them hold school leaders accountable and support school development planning. By involving the community, the project fosters a sense of ownership over local education institutions.
3. Provision of Teaching and Learning Materials
Quality teaching cannot happen without the necessary tools. The project allocates significant resources toward the procurement and distribution of core textbooks and supplementary readers in English, Mathematics, and Science. The goal is to achieve a textbook-to-student ratio that aligns with international standards, ensuring that every child has access to the materials they need to learn.
Beyond textbooks, the project supports the delivery of learning resources for students with special needs, promoting inclusive education. This includes Braille materials, assistive devices, and adapted learning aids to ensure that children with disabilities are not left behind.
4. School Infrastructure
The project addresses infrastructure deficits by expanding and rehabilitating schools in deprived districts. Activities include the construction of new classroom blocks, the rehabilitation of dilapidated structures, and the provision of furniture.
A significant focus is placed on Water, Sanitation, and Hygiene (WASH) facilities. Many schools currently lack access to clean water and functional toilet facilities, negatively impacting student health and attendance, particularly for girls. The project addresses these gaps by drilling boreholes, constructing gender-segregated toilets, and promoting hand hygiene.
5. Monitoring and Evaluation

It includes the administration of National Education Assessments (NEA) to measure student learning outcomes. This data is used to identify struggling schools and districts, allowing for targeted interventions. The M&E system also tracks financial flows and project outputs to ensure funds are utilized efficiently and for their intended purposes.
Focus on TVET and Skills Development
Recognizing the critical role of Technical and Vocational Education and Training (TVET) in driving economic growth and employment, the Ghana Education Sector Project places a strong emphasis on this sector. The project aims to reform the TVET landscape to make it more responsive to labor market demands.
This involves updating curricula to match current industry standards, upgrading equipment in technical institutes, and training instructors in modern pedagogical methods. The project also promotes partnerships between training institutions and the private sector to facilitate internships and apprenticeships for students.
By improving the quality and perception of TVET, the Government aims to equip the youth with marketable skills that reduce unemployment and support the country's industrialization agenda. The project helps transition TVET from a "second-choice" education option to a prestigious career path comparable to general education.
