Construction Site Safety Guidelines

Introduction

The University of the West Indies (UWI) Mona Campus is committed to maintaining the highest standards of safety across all construction activities. These guidelines have been established to ensure the safety of workers, students, faculty, and visitors throughout all construction projects at the Mona Campus. All contractors, subcontractors, and UWI personnel involved in construction activities must familiarize themselves with and adhere to these guidelines.

Construction sites present numerous hazards that can result in serious injuries, fatalities, or property damage if proper safety measures are not strictly followed. The tropical environment and specific campus characteristics at Mona require additional considerations beyond standard construction safety practices.

General Safety Protocols

All construction sites on Mona Campus must implement the following general safety protocols:

• A comprehensive site-specific safety plan must be developed before construction begins, addressing all potential hazards and mitigation strategies.
• Daily safety briefings must be conducted for all workers before the start of each shift.
• First aid kits and appropriate fire extinguishers must be readily accessible throughout the construction site.
• Emergency telephone numbers must be prominently displayed, including campus security, medical services, and fire department contacts.
• All accidents, near-misses, and unsafe conditions must be reported immediately to the site supervisor and UWI Facilities Management.
• Housekeeping standards must be maintained to prevent slips, trips, falls, and fire hazards.
• All electrical installations must comply with Jamaican electrical codes and be inspected by certified electricians.
• No work shall commence without all necessary permits and UWI approvals.

Personal Protective Equipment

Appropriate PPE is mandatory for all personnel on construction sites and must meet or exceed international safety standards:

Basic PPE Requirements

• Hard hats must be worn at all times on the construction site.

• Adequate shade and hydration stations must be provided to prevent heat-related illnesses.
• Work schedules should be adjusted during extreme heat periods.
• Regular inspection for mosquito breeding sites and implementation of vector control measures.
• Secure all materials during periods of heavy rain or hurricane conditions.

Historical Structures

• Special care must be taken when working near or on historical campus buildings.
• Additional stabilization and protection measures may be required.
• Any archaeological discoveries must be reported immediately to campus authorities.

Emergency Procedures

Training Requirements

All personnel working on construction sites at UWI Mona Campus must receive appropriate safety training:

Mandatory Training

• General construction safety orientation upon initial site assignment.

• Emergency response and evacuation procedures.
• Proper use and maintenance of PPE.
• Hazard recognition and reporting procedures.

Specialized Training

• Operator certification for heavy machinery and equipment.

• Hazardous materials handling and spill response for workers exposed to such materials.

Equipment and Machinery Safety

All construction equipment and machinery must be operated safely and maintained according to manufacturers' specifications:

General Equipment Safety

• Only trained and certified operators may use equipment following manufacturer guidelines.
• All equipment must be inspected daily before use and any defects immediately reported.
• Equipment must be turned off and locked out during maintenance, repair, or adjustments.
• Warning signs and barriers must be placed around equipment operation areas.
• All safety guards and devices must be in place and functional during operation.

Height and Access Equipment

• Scaffolds must be erected by certified personnel and inspected before each use.
• Proper tie-offs must be used when working on platforms with insufficient guardrails.
• Ladders must be secured on stable footing and extended at least one meter above the landing surface.
• Perimeter protection must be installed on all open-sided floors and platforms four feet or more above adjacent levels.
