CommunityBased Natural Resources Management (CBNRM)

What is CBNRM?

CommunityBased Natural Resources Management (CBNRM) is an approach that places local people at the centre of decisionmaking, planning and implementation of activities that protect, use and restore natural resources such as forests, water, wildlife, rangelands and coastal ecosystems. Rather than topdown control, CBNRM recognises that those who live closest to the resource often have the deepest knowledge of its dynamics, and that they stand to gainor losemost from its sustainable use.

CBNRM is not a single programme; it is a set of principles and processes that can be adapted to different ecological, cultural and economic contexts. It is widely applied in developing and developed nations alike, from the savannas of Africa to the rainforests of SouthEast Asia and the coastal zones of the Pacific.

Key Principles

  • Participatory Governance: Stakeholders, especially marginalized groups, actively shape rules and institutions.
  • Secure Tenure: Legal or customary rights are clarified and protected, giving communities a stake in longterm stewardship.
  • Adaptive Management: Monitoring and feedback loops allow practices to evolve with changing conditions.
  • Equitable Benefit Sharing: Economic returns from resources are distributed fairly, reducing poverty and conflict.
  • Gender Sensitivity: Womens knowledge and roles are recognised and integrated into management plans.
  • Integration of Traditional and Scientific Knowledge: Local observations complement scientific data for more robust decisionmaking.

Implementation Process

While each project is unique, most CBNRM initiatives follow a series of steps that ensure community ownership and ecological soundness.

  1. Stakeholder Mapping: Identify all groups with an interest in the resource, including elders, youth, womens groups, NGOs, and government agencies.
  2. Baseline Assessment: Conduct ecological surveys and socioeconomic analyses to understand the current state of the resource and community livelihoods.
  3. Visioning & Planning: Facilitated workshops help communities articulate a shared vision, set objectives, and draft a management plan.
  4. Institution Building: Form or strengthen a local committee or trust that holds decisionmaking authority and oversees financial flows.
  5. Capacity Development: Provide training in sustainable harvesting techniques, bookkeeping, conflict resolution and monitoring.
  6. Implementation: Execute agreed actionsreforestation, regulated hunting, waterconservation structures, ecotourism, etc.
  7. Monitoring & Evaluation: Use participatory monitoring to track ecological indicators and socioeconomic outcomes.
  8. Adaptive Review: Periodically review results, adjust rules and share lessons with neighbouring communities.

Benefits of CBNRM

Ecological: Improved biodiversity, reduced deforestation, enhanced water quality and increased ecosystem resilience.

Social: Strengthened local institutions, empowerment of women and youth, preservation of cultural heritage, and reduced conflict over resource access.

Economic: Diversified livelihoods, higher income from sustainable enterprises (e.g., communitymanaged wildlife tourism), and reduced poverty.

When local communities see tangible benefits, they become powerful guardians of the environment, creating a virtuous cycle of stewardship and development.

Challenges & Solutions

Common Obstacles

  • Unclear or overlapping land tenure.
  • Limited financial resources for initial investments.
  • Power imbalances that marginalise vulnerable groups.
  • Insufficient technical expertise for monitoring and enforcement.
  • External pressures such as commercial logging, mining or climate change.

Practical Solutions

  • Legal Support: Work with NGOs and government to formalise community rights.
  • Microfinance & Grants: Access climate funds, REDD+ payments, or community trusts for capital.
  • Participatory Training: Use peerlearning and gendersensitive facilitation to build inclusive capacity.
  • Technology Integration: Mobile apps for data collection, satellite imagery for forest monitoring, and lowcost water meters.
  • MultiStakeholder Partnerships: Align interests of private sector, donors and government to create supportive policy environments.

Illustrative Case Studies

1. Namibias Communal Conservancies

Since the early 1990s, Namibia has devolved wildlife management to over 80 community conservancies covering 20% of the countrys land. Local members receive hunting quotas and tourism revenues, which are reinvested in schools, health clinics and antipoaching patrols. Wildlife populations, especially of the iconic blackrhino, have rebounded, while households report a 30% increase in average income.

2. Philippines Community Forest Management

In the Cordillera region, indigenous peoples obtained forest tenure through the Indigenous Peoples Rights Act. Community forest user groups now control selective timber harvesting, nontimber forest products and ecotourism. Over a decade, forest cover rose from 58% to 71%, and the communitys percapita earnings from forest products doubled.

3. Kenyas Water User Associations (WUAs)

In the semiarid Turkana County, WUAs were created to manage scarce water points. Communities jointly maintain boreholes, regulate grazing around water sources, and enforce payment schemes for maintenance. The number of functional water points grew from 12 to 45 within five years, reducing livestock mortality during droughts by 40%.

These examples show that CBNRM can be tailored to diverse ecosystems while delivering measurable environmental and socioeconomic gains.
