What is the Chinese Government Scholarship?

The Chinese Government Scholarship (CGS) is a set of scholarship programs funded by the Ministry of Education of the Peoples Republic of China. It aims to attract talented international students, scholars, and professionals to pursue degree programs, shortterm language studies, or research projects at Chinese universities and research institutes.

There are several subprograms under the CGS umbrella, the most common being:

  • Scholarship for Undergraduate Students for those who wish to earn a bachelors degree.
  • Scholarship for Master's Degree Candidates for graduate studies leading to a Master of Science (MSc) or Master of Arts (MA).
  • Scholarship for Doctoral Candidates for PhD programmes.

  • Scholarship for International Students (Bilateral) agreements between China and a partner country.

Eligibility Criteria

While specific requirements differ by program, the general conditions are:

  • Must be a nonChinese citizen holding a valid passport.
  • Good health, with a medical examination report as required by the host university.
  • Age limit varies:
    • Undergraduate usually 25 years.
    • Masters 35 years.
    • Doctoral 40 years.
  • Academic qualifications:
    • Undergraduate applicants must have completed secondary education with a high school certificate.
    • Masters applicants need a recognized bachelors degree (or equivalent) with a minimum GPA of 2.5/4.0 (or the local equivalent).
    • Doctoral applicants must hold a masters degree and demonstrate research potential.
  • Proficiency in the language of instruction:
    • For Chinesetaught programs HSK Level 4 or higher (or a Chinese language certificate accepted by the university).
    • For Englishtaught programs IELTS 6.0 or TOEFL iBT 80 (or the universitys own requirement).
  • No criminal record and not currently receiving any other full scholarship for the same study period.

What the Scholarship Covers

The CGS is one of the most comprehensive scholarship packages in the world. Typical benefits include:

Application Process

The application is a twostep procedure:

1. Online Application to the China Scholarship Council (CSC)

  1. Register on the CSC portal (Chinese name: ).
  2. Complete the personal information, academic background, and upload required documents (passport copy, transcripts, degree certificates, language certificates, recommendation letters, study plan, and a research proposal for postgraduate applicants).
  3. Select the intended university and program. You can apply to up to three universities simultaneously.
  4. Pay the nonrefundable processing fee (usually USD30).
  5. Submit the application before the deadline (see Timeline).

2. University Admission Procedure

  1. After CSC forwards your application, the chosen university will evaluate your academic credentials and suitability for the program.
  2. If the university issues an Admission Notice, you must accept it and provide any additional documents requested (e.g., a notarized degree certificate).
  3. The university then sends the admission result back to CSC, which will issue the official scholarship award letter.
  4. With the award letter, you can apply for a student visa (X1 for longer programmes, X2 for short terms).

Important tips:

  • Prepare a clear, concise study plan (500800 words) that outlines why you chose the program, your academic goals, and how you will contribute to ChinaInternational cooperation.
  • Secure strong recommendation letters from professors or supervisors who know your research abilities.
  • Check the specific language requirement of each university; some may waive the test if you have studied Chinese before.
