Overview

The Center for School and District Partnership (CSDP) was established to strengthen collaboration between schools, districts, and community partners. The Targeted Partnership Program Catalog (TPPC) serves as a comprehensive guide that outlines the specific initiatives, eligibility criteria, and support structures available to schools seeking to enhance student achievement through strategic partnerships.

The catalog is organized around three core goals:

• Equity: Ensuring all students, regardless of background, have access to highquality learning experiences.
• Innovation: Introducing evidencebased instructional models and technology that accelerate learning.
• Sustainability: Building capacity within districts so partnership benefits endure beyond the grant period.

Each program entry includes a brief description, target audience, required commitments, and the types of resources that CSDP will provide.

Eligibility and Application Process

To be considered for a partnership, schools or districts must meet the following baseline requirements:

• Be a public or charter school within the United States.
• Demonstrate a need for targeted improvement in at least one of the following areas: literacy, mathematics, STEM, socialemotional learning, or collegeandcareer readiness.
• Commit to a multiyear implementation plan that includes data collection and reporting.
• Identify a lead administrator and a partnership liaison who will serve as primary points of contact.

Applications are accepted on a rolling basis. The typical timeline is:

1. Preapplication inquiry Schools submit a brief expression of interest.
2. Full application Detailed proposal, including needs assessment and projected outcomes.
3. Review & selection A panel of educators and community partners evaluates each submission.
4. Award & kickoff Successful applicants receive a partnership agreement and an implementation schedule.

Program Options in the Catalog

1. Literacy Advancement Initiative

Focuses on improving reading proficiency for students in grades K5. Key components include:

• Professional development on evidencebased reading instruction.
• Access to leveled reading materials and digital assessment tools.
• Family engagement workshops that promote literacy at home.

Target schools: Those with reading scores at or below the 30th percentile on state assessments.

2. Math Mastery Program

Designed for middle and high schools seeking to close the math achievement gap.

• Implementation of a blended learning model that integrates adaptive software.
• Coaching for teachers on problemsolving pedagogy.
• Student tutoring labs staffed by university mentors.

Target schools: Districts with a documented decline in math proficiency over three consecutive years.

3. STEM Innovation Partnerships

Connects schools with local businesses, universities, and research institutions to bring authentic STEM experiences into the classroom.

• Handson labs, robotics kits, and makerspace design support.
• Internship pipelines for highschool students.

Target schools: Those with limited existing STEM resources and a desire to expand careertechnical pathways.

4. SocialEmotional Learning (SEL) Support System

Provides schools with tools to develop students selfawareness, regulation, and relationship skills.

• SEL curriculum aligned with CASEL competencies.
• Training for counselors, teachers, and support staff.
• Data dashboards that track student wellbeing metrics.

Target schools: Any school where surveys indicate elevated stress, bullying, or absenteeism.

5. College & Career Readiness (CCR) Accelerator

A comprehensive approach to preparing students for postsecondary success.

• Dualenrollment partnerships with community colleges.
• Career exploration workshops and mentorship programs.
• College application support and financialaid counseling.

Target schools: High schools with graduation rates below 80% or low collegeenrollment figures.

Implementation Framework

CSDP follows a fivephase framework to ensure each partnership is purposeful and resultsdriven.

1. Discovery Joint needs assessment, data review, and stakeholder interviews.
2. Design Cocreation of a customized action plan with clear benchmarks.
3. Deploy Delivery of professional development, resources, and technology.
4. Monitor Ongoing data collection, progress meetings, and course correction.
5. Scale Documentation of best practices, sustainability planning, and potential expansion.

Throughout each phase, CSDP assigns a dedicated partnership manager who serves as a liaison between the school, community partners, and the Centers technical team.

Evaluation, Reporting, and Funding

All partnerships are evaluated using a mixedmethods approach:

• Quantitative data: Standardized test scores, attendance, graduation rates, and other performance metrics.
• Qualitative data: Teacher and student surveys, focus groups, and case studies.
• Costeffectiveness analysis: Comparison of program expenditures against measured outcomes.

Results are compiled into an annual Partnership Impact Report that is shared with district leadership, funding agencies, and the broader educational community.

Funding for each program is provided through a combination of:

• CSDP grant allocations (up to $250,000 per school per year).
• Inkind contributions from community partners (e.g., software licenses, volunteer hours).
• District matching funds, which demonstrate local investment and increase sustainability.

Schools are required to account for all expenditures quarterly and to submit a final financial summary at the end of the partnership term.
