1. Introduction
The Capital Project Closure Form (CPCF) is the final document that captures all required information to formally close a capital project. It ensures that project deliverables, financials, and lessons learned are recorded in a consistent manner, facilitating audits and future project planning.
This manual provides stepbystep guidance for project managers, finance staff, and quality assurance personnel on how to complete, submit, and archive the form.
2. Who Should Use This Form
- Project Manager (PM) Primary responsible party for completing the form.
- Finance Officer Verifies final cost data and budget reconciliation.
- Quality Assurance (QA) Lead Confirms that all acceptance criteria have been met.
- Project Sponsor Provides final signoff.
3. Accessing the Form
The CPCF is stored in the organizations intranet document library under Documents > Project Management > Forms > Capital Project Closure. The latest version is always labeled Capital_Project_Closure_Form_vX.X.docx.
To open the form:
- Log in to the intranet with your corporate credentials.
- Navigate to the folder above.
- Click the file name; it will download to your local Downloads folder.
- Open the file in Microsoft Word (or compatible editor).
4. Form Structure Overview
The form is divided into eight sections. Each section contains fields that must be populated before the form can be submitted.

5. Detailed Completion Guide
5.1 Project Identification (Section1)
- Project ID Autogenerated by the Project Management System; copy exactly.
- Project Title Use the official title as recorded in the charter.
- Sponsor Full name and title; include email for notification.
- Start / End Dates Verify against the actual completion date, not the planned date.
5.2 Scope Confirmation (Section2)
Summarise the final scope. If scope creep occurred, attach a separate Scope Change Log and reference it in the notes field.
5.3 Financial Summary (Section3)
Enter figures in the local currency. The columns are:
- Original Budget
- Approved Change Orders
- Revised Budget (1+2)
- Actual Expenditure
- Variance (34)
All amounts must be rounded to two decimal places. Attach the final financial statement as AppendixA.
5.4 Deliverables & Acceptance (Section4)
List each deliverable with the following columns: Deliverable ID, Description, Acceptance Date, Acceptance Signoff (initials).
If a deliverable was not accepted, provide a brief justification in the Comments column.
5.5 Risks & Issues Closure (Section5)
For each open risk or issue at project close, indicate:
- Resolution action taken
- Result (Closed/Transferred)
- Owner responsible for closure
5.6 Lessons Learned (Section6)
Capture at least three items in each category (What Went Well, Opportunities for Improvement, Recommendations). This section feeds the corporate Lessons Learned Repository.
5.7 Documentation Checklist (Section7)
Mark Yes for each required artefact:
- Project Charter
- Detailed Design Docs
- Test Plans & Results
- Change Order Log
- Final AsBuilt Drawings
- Financial Closeout Report
Upload each file to the projects SharePoint folder and record the hyperlink in the checklist.
5.8 Approvals (Section8)
Electronic signatures are captured by typing the full name, selecting Sign and entering the corporate password. The system logs the timestamp automatically.
If a stakeholder is unavailable, note the alternative approval route in the Comments field and obtain a written email confirmation.
6. Submission Process
- Complete all sections and attach required appendices.
- Save the document as
ProjectID_Closure_YYYYMMDD.docx. - Upload the file to the projects Closeout subfolder in SharePoint.
- Notify the Project Management Office (PMO) by sending an email to pmo@company.com with the subject line CPCF [Project ID]. Attach the file or include the SharePoint link.
- The PMO reviews the form for completeness within two business days. If any item is missing, the PM will receive a Revision Required notice.
- Once approved, the PMO changes the status to Closed and archives the document in the corporate records system for a minimum of seven years.
Tip: Use the CPCF Template macro in Word to autopopulate Project ID, Title, and Sponsor fields from the Project Management System.

Q: What if the final cost exceeds the revised budget?
A: Document the overrun in Section3, provide a justification narrative, and obtain a written waiver from the sponsor before final signoff.
Q: Can the form be saved as PDF?
A: Yes, after all electronic signatures are captured you may export a PDF for archival, but the original editable Word file must remain in SharePoint for audit purposes.
Q: Who is responsible for uploading the lessonslearned document?
A: The Project Manager uploads it to the Lessons Learned Repository and includes the link in Section6, Comments.
