ASEANKorea Free Trade Area (AKFTA)

1. Overview of AKFTA

The ASEANKorea Free Trade Area (AKFTA) is a comprehensive agreement that eliminates most tariffs and nontariff barriers on goods and services exchanged between the ten member states of the Association of Southeast Asian Nations (ASEAN) and the Republic of Korea. Signed in 2007 and entered into force on1December2009, AKFTA represents the first freetrade accord between a developed EastAsian economy and the ASEAN bloc.

Key objectives are to:

  • Promote a liberal, transparent, and predictable trade environment.
  • Increase market access for goods, services, and investments.
  • Facilitate cooperation in standards, customs procedures, and intellectualproperty rights.
  • Support sustainable development through technology transfer and capacitybuilding.

2. Historical Development

Negotiations began in 2005 after ASEAN and Korea issued the Joint Statement on Strengthening the Economic Partnership. The final document, signed in Bangkok on6November2007, comprised three parts:

  1. Tariff elimination schedules for 8,000+ product lines.
  2. Rules of Origin, customs procedures and trade facilitation measures.
  3. Commitments on services, investment, competition policy, and intellectualproperty rights.

Implementation was phased over ten years, with the most sensitive agricultural products receiving longer transition periods. An amendment in 2018 further deepened liberalisation for services and digital trade.

3. Economic Benefits for Members

Both ASEAN and Korea have recorded measurable gains:

  • Trade Expansion: Bilateral trade rose from US$93billion in 2009 to over US$165billion in 2023, an increase of ~78%.
  • Price Reductions: The removal of tariffs on over 98% of traded goods lowered consumer prices, especially for electronics, automotive parts, and agricultural commodities.
  • Investment Flows: Korean foreign direct investment (FDI) in ASEAN grew from US$5billion (2009) to US$19billion (2023), focusing on manufacturing, ICT, and renewable energy.
  • Employment Generation: The increased production capacity in ASEANs exportoriented sectors created an estimated 1.2million jobs by 2023.

5. Key Challenges

Despite successes, several issues persist:

  • Nontariff barriers (NTBs): Technical standards, sanitary & phytosanitary measures still cause delays.
  • Asymmetry in market size: Koreas economy is roughly four times larger than the combined ASEAN gross domestic product, leading to trade imbalances.
  • Supplychain resilience: The COVID19 pandemic highlighted dependence on singlesource suppliers; diversification remains a priority.
  • Digital trade rules: Harmonising datalocalisation policies and ecommerce regulations is ongoing.

6. Future Outlook

The next phase of AKFTA is likely to focus on:

  1. Deepening services liberalisation: Opening up finance, healthcare, and professional services to greater competition.
  2. Digital Economy Cooperation: Joint standards for AI, 5G, and crossborder data flows.
  3. Sustainable Development: Aligning trade policies with the ASEAN Green Deal and Koreas Green New Deal, encouraging cleantech trade.
  4. SME integration: Simplified customs procedures and capacitybuilding programmes to enable small and mediumsize enterprises to benefit from the market.

Regional policymakers have signalled intent to review and amend the agreement by 2028, ensuring that AKFTA remains responsive to emerging economic realities and continues to act as a catalyst for inclusive growth across both sides of the Korea Strait.
