Requirements
Minimum Qualifications
Proposers must meet all of the following minimum qualifications to be considered:
- Valid security agency license in the state of operation
- Minimum five years of experience providing armed and unarmed security services
- Proof of adequate insurance coverage (general liability ($5M minimum), workers' compensation, and professional liability)
- Clean record with no serious regulatory violations in the past three years
- Financial stability with audited financial statements for the past two fiscal years
- Demonstrated experience with security operations in similar environments

Proposal Format and Content
Proposals must be submitted in the following format and include all requested information:

- Technical Approach: Detailed methodology for delivering the required services including:

- Management Plan: Management structure, assigned personnel, and communication protocols
- Staffing Plan: Proposed staffing levels, qualifications, and backup personnel arrangements

- Cost Proposal: Detailed cost breakdown including:
- Hourly rates for armed and unarmed guards
- Supervisor fees
- Any additional costs or fees
- Payment terms and conditions
- References: At least three references from similar security engagements
