Nutrition, Food Service, and Wellness Manual
The Nutrition, Food Service, and Wellness Manual is the primary guidance document for all staterun programs that serve older adults and vulnerable adults in Arizona. It was created by the Division of Aging and Adult Services (DAAS) within the Arizona Department of Economic Security (DES). The manual outlines policies, procedures, and best practices that ensure safe, nutritious, and culturally appropriate meals, as well as wellness activities that promote health and independence.
Purpose & Scope
This manual provides a consistent framework for:
- Developing and delivering meals that meet the Dietary Guidelines for Americans and the specific needs of seniors, adults with disabilities, and lowincome participants.
- Ensuring food safety, sanitation, and proper documentation throughout the meal preparation and distribution process.
- Integrating wellness activitiesexercise, health education, and social engagementinto nutrition programs.
- Supporting compliance with federal programs such as the Older Americans Act (OAA) Title III, Supplemental Nutrition Assistance Program (SNAP), and the National School Lunch Program (where applicable).
Governance & Compliance
All participating agencies must adhere to the following governance structure:
- State Oversight: DAAS provides policy direction, annual audits, and technical assistance.
- Local Implementation: County health departments, Area Agencies on Aging (AAA), and contracted service providers are responsible for daytoday operations.
- Regulatory Alignment: The manual aligns with the Arizona Food Code, USDA regulations, and the Health Insurance Portability and Accountability Act (HIPAA) when handling health information.
Nutrition Standards
Key nutrition principles in the manual include:
- Balanced Meals: Each meal must contain a protein source, whole grain, fruit or vegetable, and a lowfat dairy product unless medically contraindicated.
- Caloric Needs: Meals are portioned to meet average daily calorie ranges (1,6002,400 kcal for women, 2,0002,800 kcal for men) with adjustments for medical conditions.
- Special Diets: Providers must accommodate lowsodium, diabetic, glutenfree, kosher, halal, and other culturally relevant diets upon request.
- Fortification: Foods may be fortified with vitamins D and B12, calcium, and iron where deficiencies are common among seniors.
Food Service Operations
Operational guidelines cover the entire food service cycle:
- Menu Planning: Menus are developed quarterly, reviewed by a registered dietitian, and posted at least two weeks before the start of the cycle.
- Procurement: Supplies must be sourced from USDAapproved vendors; local produce is encouraged to support community agriculture.
- Preparation & Cooking: All kitchens must follow sanitation standards (temperature controls, crosscontamination prevention, proper handwashing).
- Serving: Meals may be delivered (homedelivered meals), served in congregate settings (senior centers), or made available via grabandgo stations. Portion sizes are standardized, and assistance is provided for those with functional limitations.
- Documentation: Daily logs of menus, food inventory, temperature checks, and incident reports are required and retained for at least three years.
Wellness Programming
The manual emphasizes the link between nutrition and overall health. Required wellness components include:
- Physical Activity: Minimum 150 minutes of moderate activity per month, facilitated through group exercise classes, walking clubs, or seated fitness programs.
- Health Education: Monthly workshops on topics such as hearthealthy cooking, medication management, and chronic disease prevention.
- Social Interaction: Structured opportunities for participants to share meals, discuss recipes, and engage in cultural celebrations.
- Screenings: Annual assessments of nutritional status (e.g., Mini Nutritional Assessment), blood pressure, and weight to identify atrisk individuals.
Training & Credentialing
All staff involved in nutrition and wellness services must complete the following:
- Basics of Food Safety (ServSafe or equivalent) 8 hours.
- Nutrition for Older Adults 6 hours, delivered by a registered dietitian.
- Wellness Activity Facilitation 4 hours, covering exercise safety and inclusive programming.
- Annual Refresher Courses 2 hours of updates on policy changes, emerging nutrition research, and cultural competency.
Monitoring & Evaluation
DAAS uses a layered monitoring system:
- SelfAssessment: Service providers complete quarterly quality checklists.
- State Audits: Regional auditors conduct onsite reviews twice a year, focusing on food safety records, menu compliance, and participant satisfaction.
- Outcome Metrics: Key performance indicators include participant weight stability, incidence of mealrelated complaints, and attendance at wellness events.
- Continuous Improvement: Data is analyzed to adjust menus, refine training, and enhance service delivery.
